Biographical note

 

John Kelly Weber was born in St. Louis, Missouri on July 24, 1895, moving with his parents to San Antonio, Texas when he was a child.  He began his long military career in 1916, enlisting in the U.S. Army at Ft. Sam Houston in San Antonio.  He attended the First Officer's Training Camp in Leon Springs, Texas, and was commissioned as a 2nd Lieutenant in the Quartermaster Corps.  He then served at Camp Travis in San Antonio, Camp Logan in Houston, and Rockwell Field in San Diego, California.  He was discharged from active service in 1919.

 

Upon resuming civilian life, Weber continued his education, enrolling at the University of Texas at Austin, receiving his law degree in 1922. In addition to his private law practice in San Antonio, Weber taught classes in law, operating the one-man Weber Law School from 1924 through 1941.  He also served as a special Bexar County Judge from 1939 to 1941. 

 

Active politically, Weber was Bexar County Democratic Party Chairman from 1926 through 1934.  He ran for Congress in the 20th District in 1934, and was defeated in the Democratic primary. 

 

Weber maintained his military connections following his discharge, and was appointed to the Officers Reserve Corps, transferring to the infantry and receiving several promotions.  He was recalled to active service at the rank of Colonel in 1942, and was sent to the School of Military Government at Charlottesville, Virginia.  Weber's first overseas assignment was with the Headquarters of U.S. forces in Cairo.  He was attached to the British Eighth Army in North Africa and the Middle East, serving in Cairo, Eritrea, Palestine, Tripoli, and Algiers in 1943 and 1944.

 

Weber’s next assignment was Italy, where he served as Provincial Legal Officer for the Allied Military Government in Naples, during the first half of 1944.  He then became the Regional Legal Officer for the Fifth Army in Toscana, where he served from June of 1944 through June of 1945.  Weber was then named Chief Legal Adviser for the Allied Commission, acting as the Chief Judge for all of Italy. 

 

Upon his return to the United States near the end of 1947, Weber was assigned to the Army's Legislative and Liaison Division, in Washington D.C., working as an analyst of legal issues raised by Congress.  He continued in that capacity until 1951, when he was transferred to the Far East Command in Yokohama and Tokyo.  He was named Chief of the Planning Group for the United Nations Command in 1952.  When the United Nations Command Military Armistice Commission was formed in June of 1953, to supervise the implementation of an Armistice Agreement, Weber was named Chief Legal Officer, participating in armistice negotiations at Musan-ni, Korea. He continued to provide legal support to the Armistice Commission after the agreement was signed in July of 1953.

 

Weber was relieved of his assignment in April 1955, and returned to the United States, where he was formally retired at Fort Sam Houston.  

 

Following his retirement, Weber returned to his family home in San Antonio, resuming his legal work.  He was also active in community groups, speaking on his military experiences and serving as commander of American Legion Post 366.  He died at his home on June 18, 1964.

 

 

 

Scope and content note

 

The John K. Weber Papers consist of correspondence, printed material, legal documents, financial documents, literary productions, maps, artifacts, and photographs associated with the military, professional, and personal activities of the San Antonio army officer and lawyer.

 

The materials are divided into six subgroups: military materials, legal and political materials, personal materials, family materials, artifacts and photographs.  The papers are organized into series by type.

 

The largest and most detailed subgroup covers Weber's military career, from his enlistment in the army in 1916 to his death in 1964.  The bulk of this material covers the 1942 to 1955 time period, from Weber's recall to active service during World War II until his retirement.  Official orders from this period are particularly detailed, tracing almost all of Weber's military assignments and activities.  Correspondence relating to military matters, official and unofficial, is also significant, covering routine matters and some specific subjects.  A variety of general military documents are also part of the collection.  Two notebooks created by Weber bring together documents of a variety of types, including correspondence, orders, other military documents, and printed material from 1941 to 1955, arranged in chronological order and indexed by Weber.  These bound documents fill in many gaps in the other series.  Other significant materials include a number of newspapers, including a selection of Stars and Stripes from many of the important dates of World War II.  A set of diaries provides descriptions of Weber's activities as a high-ranking legal officer in Allied-occupied Italy as well as personal observations and commentary.  Reports and speeches document Weber's involvement in and view of military activities, particularly the negotiations that resulted in the Korean Armistice.  Weber's numerous awards and decorations are also documented.

 

Material related to Weber's legal and political activities is much less complete, and is not inclusive of any particular time period. 

 

The personal material is also fairly scattered, reflecting Weber's activities in connection with service organizations, and his activities following his retirement.   Routine financial and legal documents are included.

 

Family materials consist of routine correspondence, financial documents and legal documents relating to the estates of Weber's parents.  The papers of Weber's sister, Florence W. Emmert, consist of similar materials.

 

The collection also contains some artifacts, including pins and badges from the 1932 and 1936 Democratic National Conventions, and from service organizations.
